Think they can IP ban, but rarely do.

Also, the list of banned people is public domain now. There's some names in there that I never would have expected.

The banning here is a brave new world. But it can also be easily undone which means that list is fluid depending on when you view it I think.

on the left hand side, the oppo blog will be open. go to ‘blocked’
